Optional Program for Hiring Applicants with Disabilities

Human Capital Management administers the Optional Program for Hiring Applicants with Disabilities, through which persons with severe disabilities, who are legal residents of Oklahoma, may gain access to state employment. All applicants must meet the minimum education and experience qualifications for the job for which they are applying.

Assessments for all state jobs may be waived for those qualified applicants certified as eligible for this program through the Oklahoma Department of Rehabilitation Services. Applicants hired through this program are eligible for permanent status in the classified service upon successful completion of a probationary period.

How to participate in the Optional Program for Hiring Applicants with Disabilities:

  1. Obtain a certification letter from the Department of Rehabilitation Services stating that you are certified as having a severe disability as defined by state law. 
  2. Submit an online application for employment including the required disability certification letter.
  3. Your qualifications will be reviewed, and you will be sent an email with more information.
  4. For one year, HCM will send your name to all agencies who request a referral list for all jobs for which you applied and were approved.  If you are still interested in seeking employment after the one year has lapsed, you must submit a new application for each job class you wish to apply to and for which you are qualified.

Priority Reemployment Consideration (PRC)

Permanent classified employees who have been separated as a result of an officially conducted reduction-in-force or the abolition of all or part of a state agency are eligible for priority reemployment consideration [74:840-2.27C] for jobs in the classified service. Persons applying through this program must provide a letter of eligibility for Priority Reemployment from their separating agency at the time of application.

Assessments for all state jobs will be waived for those qualified applicants certified as eligible for this program. Applicants hired through this program are eligible for permanent status in the classified service upon successful completion of a probationary period.
