Positions in this classification are assigned responsibilities involving the management and direction of information systems, applications development, systems maintenance, computer operations and similar information technology functions and technical and support staff within a state agency management information division or comparable function. This includes supervising, directing, planning and organizing staff activities and information services operations to meet the various business needs of an agency, coordination with other agency managers and administrators to identify various requirements for computer operating systems, developing plans for the enhancement of current systems or development of new systems, directing staff activities in the completion of various projects and operations, preparing budgets to meet the agency’s need for information services, and similar activities which focus on broad issues related to requirements for computer services and operating systems.
The functions within this job family will vary by level, but may include the following:
- Plans, organizes and directs activities of work units and staff involved in the design, development, operation and maintenance of computer operating systems and data processing functions; coordinates data processing and computer services activities with other sections and divisions as needed.
- Consults with users to identify data processing requirements; directs assigned staff in the development of new applications, databases or systems operations; makes recommendations on the purchase of new equipment or software.
- Reviews output, project reports, systems documentation, service requests, and other information to evaluate systems performance, systems operations, requirements for new applications, and other requirements; works with staff to design and develop required systems.
- Reviews and evaluates technical literature and other information concerning changes in technology; participates in long-range planning to evaluate costs, availability, alternatives and other factors.
This job family consists of three levels which are distinguished based on the complexity of the responsibilities assigned, including the supervision or direction of staff activities, the range of operating systems, operating budgets, and other related factors. Positions in this family fall into two broad categories: Operations Management which involves directing functions and activities directly related to computer operations and production processes and network administration, and Systems Management which involves directing functions and activities directly related to the development and maintenance of applications systems, data base management systems, network systems and other essential elements of the infrastructure. The emphasis of this job family is on broad management issues including planning, organizing, directing and integrating information services rather than the immediate supervision of a team or group of technical or professional employees.
Level I Code: B31A Salary Band: M
This level consists primarily of positions and employees which are first level managers with responsibility for direction and coordination of multiple units, shifts or functions involved in computer operations or network administration, and other related functions and activities, including the supervision of positions in a leadership or specialist role which are responsible for individual units or functions within the assigned area of responsibility.
Knowledge, Skills and Abilities required at this level consist of knowledge of computer operations and telecommunications networks; of data processing hardware and software functions, capabilities and interrelationships; of agency standards and procedures; of security and control methods and systems; and of supervisory principles and practices. Ability is required to direct the work of others, to coordinate activities and resources within or between units; to assess and evaluate the performance of computer operating systems; to communicate effectively; and to establish and maintain professional working relationships with others.
Education and Experience requirements at this level consist of five years of experience in computer or network operations, production control, programming or computer analysis, including two years in a supervisory, team leader or project manager capacity or an equivalent combination of education and experience, substituting 12 semester hours in computer science or management information systems course work for each year of the required non-supervisory, leadership or management experience with a maximum substitution of two years.
Level II Code: B31B Salary Band: N
At this level employees are assigned responsibilities involving the direction and coordination of computer operating system units, programs or projects and professional and technical staff in designing and developing applications systems, data bases, operating systems, computer networks and other requirements which are directly related to the computer system infrastructure and various programs and other software or hardware required for a computer operating system. This will include supervision of team leaders, unit supervisors, or others who are directly responsible for individual components of the overall structure.
Knowledge, Skills and Abilities required at this level consist of knowledge of computer operating systems and telecommunications networks; of design specifications for applications development; of systems development requirements and procedures; of data processing hardware and software functions, capabilities and interrelationships; of agency standards and procedures; of data bases and security requirements; of documentation standards for information technology systems; and of supervisory principles and practices. Ability is required to direct the work of others; to plan and organize; to coordinate activities within and between work units; to assess and evaluate the operation and performance of computer systems; to communicate effectively; and to establish and maintain effective professional working relationships with others.
Education and Experience requirements at this level consist of those identified in Level I and one additional year of professional supervisory experience in data processing or an equivalent combination of education and experience.
NOTE: No substitution will be permitted for the required additional one year of professional supervisory experience.
Level III Code: B31C Salary Band: O
At this level employees are assigned responsibilities as a mid-level manager in planning and directing activities and functions involving multiple operations, programs or projects and the direction of lower level managers and staff in developing and implementing various computer systems, network systems and operating programs. This includes the integration of various related functions across organizational and functional lines. This may include positions which are assistant directors of a management information system which is moderate in size and scope or an assistant director of a large division in a management information department which is large in size and scope.
Knowledge, Skills and Abilities required at this level include those identified in Level II plus demonstrated ability to plan and direct work related to the development of computer operating systems, applications systems, network systems and other related requirements such as data base management and security.
Education and Experience requirements at this level consist of those identified in Level II one additional year of qualifying experience in an administrative capacity.
