Positions in this job family are assigned responsibilities related to overall tactical planning and leadership for developing information systems to meet agency requirements for telecommunications or information technology. This includes radio and telephone services, computer processing systems and other forms of both voice and data technology. Employees in this job family work with users, senior management and others to identify and define long-range information services requirements, develop a plan of approach, determine costs and resources required, and provide project leadership for key technology initiatives.
The functions within this job family will vary by level but may include the following:
• Conducts analysis of agency information technology requirements related to various types of telecommunications services, including radio and telephone communications, computer technology and other forms of voice and data processing systems.
• Reviews agency plans and confers with users concerning requirements for applications systems, computer networks, data base management systems, operating systems and management information systems; participates in the development of an information technology plan of approach and prepares standard methodologies for development of required systems.
• Serves as project leader on various telecommunications projects and initiatives in implementing new technologies or integrating systems across agency or technology lines; identifies and defines deviations from plan requirements and provides for modifications or changes to meeting user needs.
• Develops information technology/telecommunications strategies related to personnel staffing, training and other requirements. Consults with senior management and users regarding adoption of a technological architecture/framework and plans.
• Makes recommendations for the development of interagency standards and direction for systems design and development, procurement of required telecommunications equipment, systems security, contingency planning, hardware, software and other requirements.
• Assists other agencies in developing information technology plans and budgets, conducting cost/benefit analysis and the preparation of procurement requests.
• Serves on boards, commissions and interagency design and development teams.
The Information Systems Planning Specialist job family consists of four levels which are distinguished based on the complexity of the work and planning requirements, the level of expertise required to complete job assignments, and the degree of integration involved in the development and implementation of various plans.
Level I Code: B40A Salary Band: L
This is the basic level of this job family where employees are primarily involved in the assessment function of planning for current and future telecommunications and data processing requirements for a state agency. They will typically specialize in either a functional or use area of the organization and provide consultative assistance in the analysis and design of systems for the functional area or end user. They may work independently on multi-phased projects or as a member of a team working on major projects, including new applications, complex data modeling, conversions, or significant enhancements. Responsibilities will be directed toward providing leadership and advice to non-technical users and serving as a liaison with technical staff to insure understanding of user requirements and development of appropriate software, data base systems, and other applications and operating system requirements.
Knowledge, Skills and Abilities required at this level include knowledge of information technology theories and systems related to the assigned telecommunications area; of systems analysis methodologies; of data modeling methodologies and tools; of the functional area supported; and of agency business requirements. Ability is required to analyze agency telecommunications requirements related to the assigned field of information technology; to analyze complex issues related to defining agency business requirements; to communicate effectively, establish and maintain effective working relationships with others.
Education and Experience requirements at this level consist of six years of professional experience in telecommunications network or information technology system design, installation and/or maintenance of a large-scale telecommunications or information technology system; or an equivalent combination of education and experience, substituting twelve semester hours of course work in computer science or management information systems for each year of the required experience with a maximum substitution of four years.
Level II Code: B40B Salary Band: M
At this level employees perform advanced level assessment work involving highly complex applications projects in providing required telecommunications support to an agency. This includes projects which cross both agency and technical disciplines and involve issues of data management, performance requirements and integration of technologies. Responsibilities include management insight for development of systems proposals, feasibility studies, the design and implementation of integrated systems, technical guidance and direction to the members of a development team, and frequent contact with upper levels of management.
Knowledge, Skills and Abilities required at this level include those identified in Level I plus knowledge of budgeting and cost benefit analysis; demonstrated ability to analyze user business requirements and design and develop appropriate information systems solutions.
Education and Experience requirements at this level consist of those identified in Level I plus one additional year of qualifying experience.
Level III Code: B40C Salary Band: N
This is the integration career level of the job family where employees are assigned responsibilities involving the design and development of integrated telecommunications plans and systems for state wide application and use. This will include review and evaluation of various agency requirements for information systems and technology and participating in planning initiatives concerning the transferability of applications, operating or network systems or hardware between agencies or the potential for joining development efforts among various agencies.
Knowledge, Skills and Abilities required at this level include those identified in Level II plus the ability to develop and communicate a strategic vision of information management for the future which capitalizes on available technologies.
Education and Experience requirements at this level consist of those identified in Level II plus one additional year of qualifying experience.
Level IV Code: B40D Salary Band: O
This is the integration specialist level for a select group of employees who serve as technical advisers for critical projects as well as participating in the development of strategic long-range plans for the state. Responsibilities include leading complex initiatives such as those to develop published guidelines and standards that impact cross-functional and multi-disciplinary functions. Responsibilities may also include supervision, training and guidance to new planning specialists and others
Knowledge, Skills and Abilities required at this level include those identified in Level III plus knowledge of state agencies functions, processes and operations.
Education and Experience requirements at this level consist of those identified in Level III plus one additional year of qualifying experience.
