Positions in this job family are assigned administrative and supervisory responsibilities involved in planning, directing, and coordinating the programs and operations of a state school, children’s center, institution or facility. Employees will establish, implement and monitor programs for the education, treatment, training, care, custody, social rehabilitation and development of youth and/or adults placed in the care of the school, center, institution or facility.
The functions within this job family will vary by level, but may include the following:
- Formulates, recommends and interprets policies and procedures and directs implementation through operating practices and procedures.
- Conducts staff meetings and encourages suggestions and recommendations contributing to the development of the institutional program; reviews staff reports and prepares special reports of institutional activities.
- Appears before various civic, religious and fraternal organizations to explain the programs and objectives of the institution or facility.
- Inspects physical plant, equipment and grounds to evaluate operating efficiency; recommends improvements and acquisition of new equipment.
- Functions as Administrator on Duty.
The Institutional/Community Programs Administrator job family has three levels which are distinguished by the complexity of assignments and level of responsibility and decision making authority assigned in the management and operation of a state school, children’s center, institution or facility.
LEVEL I: Code: Z27A Salary Band: L
This is the first level of administrative management for this job family where responsibilities are assigned for the direction of a full-service community based residential program, or for assisting in establishing and implementing programs for a state school, children’s center, institution or facility. Responsibilities include assisting with or planning, supervision and coordination of programs and operations within the institution or facility; providing general direction for professional staff and advising specialists and consultants directly concerned with child and/or adult development; assessing staffing needs and directing the personnel program; and preparing and administering budgets.
Knowledge, Skills and Abilities required at this level include knowledge of the principles and practices of business administration; of modern management methods related to homes for youth and/or adults; of the milieu approach to rehabilitation treatment programs in institutional and facility settings; of interdisciplinary methods, treatments, services and practices; of community welfare and governmental resources available; of group work principles and methods related to services to dependent children and/or adults. Ability is required to establish and maintain effective working relationships with others; to analyze complex situations and make responsible decisions; to communicate clearly and concisely, both orally and in writing; to interpret and implement policies and regulations; to plan and direct a variety of programs; and to coordinate social service programs with other programs.
Education and Experience requirements at this level consist of a master’s degree and two years of professional supervisory, managerial, or administrative experience in public health, social work, psychology, guidance and counseling, mental retardation, juvenile justice, or a program providing services for those with developmental disabilities or to children and youth OR a bachelor’s degree and three years of qualifying experience.
NOTE: There is no substitution allowed for the required supervisory, managerial, consultative or administrative experience.
LEVEL II: Code: Z27B Salary Band: N
At this level duties and responsibilities assigned include planning, directing, supervising and coordinating the activities and operations of a state school, children’s center or institution, or coordinating and assisting in the development and implementation of programs and services, including community outreach programs, at a resource center for persons with developmental disabilities. In this role, employees will provide direction and supervision to all professional staff and assigned programs; coordinate and integrate functional phases of a total service program; review, evaluate and develop facility policies, procedures and work methods; serve as a liaison with the community to develop community based residential and programmatic alternatives; and assess staffing needs and assist with or direct the personnel program of the school, center, institution or facility. Some positions may, by statute, function as the legal guardian for all residents.
Knowledge, Skills and Abilities required at this level include those identified in Level I plus additional knowledge of state and federal laws and regulations related to the care, habilitation and support of persons with mental retardation and other developmental disabilities; of sound methods of facility and program management; of standards required to obtain and maintain certification as an Intermediate Care Facility; and of standards required to obtain accreditation by an accrediting body such as the Accreditation Council for Persons with Disabilities.
Education and Experience requirements at this level consist of those identified at Level I and one additional year of qualifying experience.
NOTE: There is no substitution allowed for the required three years of experience in a supervisory or administrative capacity.
LEVEL III: Code: Z27C Salary Band: O
At this level employees are assigned overall administrative responsibility for the direction of a Resource Center for person with developmental disabilities. This includes direction of all programs and services offered by the Center, both within the facility and through community outreach programs.
Knowledge, Skills and Abilities required at this level include those identified in Level II plus additional knowledge of statutes and regulations relating to personnel, accounting and purchasing; and of standards required to obtain and maintain Medicaid certification and possible accreditation. Ability is required to plan, develop and direct the administrative organization of a total service delivery system for persons with developmental disabilities.
Education and Experience requirements at this level include those identified in Level II and one additional year of qualifying experience.
NOTE: There is no substitution allowed for the required four years of experience in a supervisory or administrative capacity.
Applicants must be willing and able to fulfill all job-related travel normally associated with this position.
Applicants must be willing to be subject to call 24 hours a day, 365 days a year.

Some applicants may be required to possess the necessary qualifications to be a Qualified Mental Retardation Professional as defined in the conditions of Participation for Intermediate Care Facilities for the Mentally Retarded, Code of Federal Regulations, Subpart D, 42 CFR 483.430 (a) and (b) (5).
