Law Enforcement Highway Patrol Officer

Basic Purpose

Positions in this job family are assigned responsibilities involving law enforcement duties in the Highway Patrol Division of the Department of Public Safety.  This includes conducting patrols on roads and highways in an assigned area or district to enforce motor vehicle, criminal and other laws and safeguard citizens and property, apprehend violators and provide assistance to the general public.

Typical Functions

The functions within this job family will vary by level, but may include the following:

  • Patrols highways, streets, roads, and other areas; enforces motor vehicle laws and other state and federal laws, rules and regulations.
  • Investigates motor vehicle accidents; renders first aid and other assistance to accident victims; assists in traffic control; safeguards property.
  • Provides protective services for dignitaries and public gatherings; provides escort services for parades, funerals, military convoys and other events.
  • Assists in the investigation of criminal activities; pursues suspects; makes arrests; prepares reports and other information as required.
  • Conducts checks on motor vehicles, trailers or boats for proper lights, brakes, horns, licenses and other requirements; issues citations; orders removal of unsafe vehicles.
  • Gives safety talks, demonstrations and lectures to school groups, civic organizations, training schools and other groups; promotes local public relations; attends seminars, special training courses and peace officer meetings.
  • Performs a technical or specialized staff function; serves on special details or other assignments as required; maintains liaison with other law enforcement officials and agencies.

Level Descriptors

The Law Enforcement Highway Patrol Officer job family consists of five levels which are distinguished based on the complexity of assigned duties, the expertise required to perform job assignments and the responsibility assigned for providing supervision to others.

Level I                                                    Code:  G53A                                          Salary Band:  NA

At this level employees are assigned duties as a Highway Patrol Cadet which involves receiving formal classroom training in law enforcement operations and procedures, state and federal laws and other areas, such as self defense and the use of firearms in preparation for beginning work as a law enforcement officer.

Knowledge, Skills and Abilities required at this level include knowledge of routine police and security practices.  Ability to follow oral and written instructions; to give clear and definite directions; to make oral and written reports; to establish and maintain effective working relationships with others; and to react quickly and effectively in emergency situations.

Education and Experience requirements at this level consist of Oklahoma statutory requirements of Title 47. Section 2-105B(2)a.(1):  “2.  No person shall be appointed ...  unless the person is a citizen of the United States of America, of good moral character, and a. for commissioned officer positions, shall not be less than twenty-three (23) years of age but less than forty-six (46) years of age and shall possess: (1) an associate’s degree or a minimum of sixty-two (62) successfully completed semester hours from a college or university which is recognized by and accepted by the American Association of Collegiate Registrars and Admissions Officers and whose hours are transferable between such recognized institutions.”

Level II                                                   Code:  G53B                                          Salary Band:  NA

At this level employees are assigned entry level duties as a law enforcement officer in the Highway Patrol Division of the Department of Public Safety.  In this role they will receive additional training and perform assigned duties under close supervision.  This may involve assisting an experienced officer in completing assigned duties or the assignment of a patrol area under close observation with frequent checks to monitor the officer’s performance and determine any need for assistance until completion of all required training and demonstration of the ability to perform assigned duties without close supervision.

Knowledge, Skills and Abilities required for at this level include knowledge of Oklahoma motor vehicle laws and of the Oklahoma highway system and major points of interest.  Ability to interpret and apply the various provisions of the Oklahoma motor vehicle laws and pertinent state criminal laws; to gather and organize facts and complete clear and concise reports; to quickly analyze situations and adopt effective courses of action; to speak in public; and to establish and maintain effective working relationships with others.

Education and Experience requirements at this level consist of those identified in Level I plus completion of the Highway Patrol Training Academy or other training as prescribed by the Commissioner of Public Safety.

Level III                                                  Code:  G53C                                          Salary Band:  NA

This is the career level of this job family where employees are assigned responsibility for a full range of law enforcement duties in an assigned area or district and will perform highly independent work in conducting assigned patrols and providing protection for citizens and property in the assigned area.  Some responsibilities may also be assigned for providing training and assistance to new officers.

Knowledge, Skills and Abilities required at this level consist of those identified in Level II plus the ability to perform assigned duties independently.

Education and Experience requirements at this level consist of those identified in Level II plus completion of the initial probationary period as a Highway Patrolman or other probationary period required for officers of the Lake Patrol Section or the Capitol Patrol Section.

Level IV                                                 Code:  G53D                                          Salary Band:  NA

This is the specialist level where employees are assigned responsibilities involving advanced level work of a technical or specialized nature.  This may include conducting research, making computations, preparing special reports and bulletins, providing advice and instruction, and other activities as directed within the scope of assigned duties and responsibilities.

Knowledge, Skills and Abilities required at this level include those identified in Level III plus knowledge of the technical or specialized duties assigned.

Education and Experience requirements at this level consist of those identified in Level III plus at least 5 years of experience as a commissioned law enforcement officer of the Oklahoma Highway Patrol Division.

Level V                                                  Code:  G53E                                           Salary Band:  NA

This is the leadership level where employees are assigned responsibilities involving the supervision of other law enforcement officers in the performance of their duties.  In this role, they will be responsible for the supervision of patrols in an assigned area, advising and assisting assigned officers as needed, checking equipment, personal appearance and required records and reports, assisting in arranging work schedules, advising staff on changes in policies or procedures, and other related duties.

Knowledge, Skills and Abilities required at this level include those identified in Level IV plus knowledge of supervisory principles and practices.  Ability to supervise the work of others.

Education and Experience requirements at this level consist of those identified in Level IV.

Special Requirements

Some positions may require that applicants meet one or more of the special requirements identified below.

Applicants must possess physical and mental stamina adequate to perform the duties of the position, a willingness to be on call twenty-four hours per day, a willingness to travel frequently and be away from home for extended periods of time, a willingness to relocate to the place of assignment, a willingness to accept the physical discomforts and/or dangers inherent in the work.

Some positions may require possession of a current Commercial Pilot Certificate meeting Federal Aviation Agency requirements.

Applicants must also:

  • Successfully complete a psychological evaluation similar to the Minnesota Multiphasic Personality Inventory (70 O.S. Section 3311 D.2.b).
  • Have no record of a conviction of a felony or crime involving moral turpitude (70 O.S. Section 3311 D.2.a).
  • Successfully take and pass a vision test, oral interview, background investigation and polygraph examination and meet all required physical examination requirements as established and prescribed by the Commissioner of Public Safety.
  • Be willing to attend and successfully complete a course of training as prescribed by the Commissioner of Public Safety and must either be certified as a Police Officer at time of appointment or must be certified as a Police Officer by the Council on Law Enforcement Education and Training (CLEET) as defined by 70, Section 3311 D within one year from the date of initial appointment.
  • Possess a valid Oklahoma driver’s license at time of appointment.
  • Submit to and successfully pass a controlled substance screening conducted by a National Institute on Drug Abuse (NIDA) certified laboratory (47 O.S. Section 2-105.5)

Upon initial appointment to the position of Highway Patrolman, the appointed employee shall be required to serve an initial probationary period of twelve months.  The Commissioner may extend the probationary period for up to three additional months.  (47 O.S. Section 2-105.C.1).
