Statistical Research Specialist

Basic Purpose

Positions in this job family are involved in planning and conducting statistical and program management research.  This includes positions that are involved in employment, training and facilities projects.

Typical Functions

The functions within this job family will vary by level, but may include the following:

  • Receives, reviews and compiles complex statistical data; compiles and edits data for accuracy and completeness.
  • Prepares questionnaires and other forms for use in gathering and reporting data; applies statistical procedures and tabulations in analysis of data collected.
  • Designs analytic and assessment tools which incorporate suitable statistical tests.
  • Provides consultation to managers and administrators to aid in the development of appropriate assessment and evaluation mechanisms for programs and services.
  • Prepares and arranges statistical tables and charts for compilation into manuals, handbooks and reports.
  • Analyzes and interprets data, using statistical research programs or other methods, and makes projections based on statistical inference.
  • Analyzes a wide variety of management issues and recommends solutions to enhance program delivery.
  • Prepares and submits grant applications for statistical programs following administrative guidelines.
  • Plans program activities; prepares budget information for program area; supervises and trains personnel in the collection, processing, tabulation and analysis of data.
  • Conducts studies and develops plans to determine availability and development of resources, facilities and services.
  • Defines goals, objectives, criteria and standards of evaluation for comprehensive systems planning.

Level Descriptors

The Statistical Research Specialist job family consists of four levels of work which are distinguished by the depth and breadth of accountability, the expertise required to perform assigned duties and the responsibility for providing leadership to others.

LEVEL I:                                   Code:  E46A                             Salary Band:  H

This is the basic level where employees are responsible for data collection, performing basic statistical procedures, and compiling statistical reports.

Knowledge, Skills and Abilities required at this level include knowledge of statistical and research theory and methods; of sources of data; of probability and sampling; of data processing applications to data management problems; and of visual representation of data.  Ability is required to produce and maintain accurate data; and to write technical reports using statistical software programs.

Education and Experience requirements at this level consist of a bachelor’s degree which includes nine semester hours in statistics, statistical research methods, economics, demographic or social research statistics.

LEVEL II:                                  Code:  E46B                             Salary Band:  I

This is the career or full performance level where employees will be expected to perform assigned duties at all levels of complexity.

Knowledge, Skills and Abilities required at this level include those identified in Level I plus knowledge of inferential statistics; and of techniques of data collection.  Ability is required to communicate statistical results.

Education and Experience requirements at this level consist of those identified in Level I plus two years of experience in technical statistical and research work; or a master’s degree in a social science, business administration or public administration which includes nine semester hours of advanced statistical methods.

LEVEL III:                                 Code:  E46C                             Salary Band:  K

This is the specialist level.  Incumbents have specialized knowledge in a specific research area, such as planning and developing retrospective and prospective statistical studies for administrative and programmatic purposes using pre/post comparisons and contrast or control groups.  Work may include research or studies of the population, demographics, trend analysis, economics, general business, health status and diseases.

Knowledge, Skills and Abilities required at this level include those identified in Level II plus knowledge a wide range of analytical principles and practices; and of methods and techniques of disseminating public information.  Ability is required to plan and organize programmatic research projects; and to conduct cost/benefit analysis.

Education and Experience requirements at this level consist of those identified at Level II plus one additional year of qualifying experience.

LEVEL IV:                                 Code:  E46D                             Salary Band:  L

This is the leadership level where employees will have oversight of day-to-day operations.  Incumbents will also provide consultation to departmental or program leaders as part of the interpretation of data for policy and planning.

Knowledge, Skills and Abilities required at this level include those identified in Level III plus knowledge of supervisory principles and practices.  Ability is required to apply the principles and practices of human resource management.

Education and Experience requirements at this level consist of those identified in Level III plus one additional year of qualifying experience.
