Oklahoma Employees Insurance and Benefits Board (OEIBB)

Mission

The mission of the Oklahoma Employees Insurance and Benefits Board (Board) is to advise the Office of Management and Enterprise Services (OMES) with respect to the administration of health, dental, vision, life and disability benefits to eligible participants.

To that end, with the assistance of staff from the OMES Employees Group Insurance Division, the Board will develop and adopt policies for recommendation to OMES regarding:

  1. Evaluation and selection of employee benefit plans to be provided in a cost efficient manner by the highest quality vendors; 
  2. Procedures to be followed to educate participants in accessing and making elections regarding plan benefits;
  3. Internal procedures for protecting the confidentiality of the personal and health information of participants;
  4. Planning, investing and monitoring self-funded plan assets to maintain the long term viability of the plan;
  5. Internal procedures for the adoption of policies that assure compliance with federal and state regulations; and 
  6. Methodologies for maintaining adequate health care provider access for participants of the self-funded plans by employing reimbursement practices that are consistent with industry benchmarks.

OEIBB Board Members

Steven Montgomery is the owner of his own insurance agency since 2000. He specializes in working with small to medium sized businesses providing Complete Business Insurance Solutions to meet their needs. He has been married to his wife Kate since 1994. Steve and Kate are the proud parents of five boys and one girl and enjoy homeschooling each of them.

Shane Pate has served as the City Manager for the City of Nichols Hills, Oklahoma since 2016. Mr. Pate is also a lawyer licensed to practice in the state of Oklahoma. Prior to becoming City Manager, his areas of legal practice concentrated on commercial law, municipal law and land use. Mr. Pate received his Juris Doctorate from Oklahoma City University School of Law in 2011. He also graduated summa cum laude with a master's degree in Public Administration from the University of Central Oklahoma. He has a bachelor's degree in psychology from Oklahoma State University. He has served as a board member for various nonprofit organizations in Oklahoma. Mr. Pate currently serves as Vice-Chairman for the Oklahoma Employees Insurance and Benefits Board and serves as Chairman of the Fiscal and Investments Committee for the same.

Michael Felty has been an attorney for more than 30 years. He is the managing shareholder of Lytle, Soule & Curlee, the present incarnation of a law firm that opened its doors in downtown Oklahoma City in 1902. His experience includes trial, mediation or arbitration of construction, personal injury, business, and intellectual property matters throughout Oklahoma and several other states. He is admitted to practice in Federal and State courts in Oklahoma and Texas. He is also admitted to practice at the United States Patent and Trademark Office.

A veteran, Felty served in the Army as a member of a Pershing Missile Battalion at Ft. Sill, Oklahoma and Heilbronn, Germany from 1973 through 1976.

While a soldier at Ft. Sill, Felty attended Cameron University in Lawton. Following completion of his military service, Felty continued at Cameron part time while working full time. He earned a bachelor’s degree in Business in 1981. He received a Juris Doctor from the University of Oklahoma College of Law in 1984.

Felty is a past President and member of the Board of Directors of the Oklahoma Association of Defense Counsel. He is a member of the International Association of Defense Counsel, Defense Research Institute, Litigation Counsel of America, and the Federal Bar Association. He is a Master in the Luther Bohanon American Inn of Court XXIII. Mr. Felty has been rated “AV Preeminent,” the highest possible peer review rating, for more than 20 years.

Felty is a University of Oklahoma President’s Associate and member of the Second Century Scholarship Society of the University of Oklahoma College of Law.

Jimmy J. Williams, CPA/PFS, CFP, is the CEO/President of Compass Capital Management, LLC, a registered investment adviser and wealth management firm with offices in Tulsa and McAlester, Oklahoma. His primary responsibilities are providing coordinated financial planning services specializing in retirement and estate planning and distribution strategies. Jimmy serves as the chairman of the AICPA National Accreditation Commission. He has served the AICPA as a board member and member of many senior committees. He is a past chairman of the OSCPA and currently serves as chairman of the Bylaws Committee. Jimmy authors and teaches advanced financial planning techniques and ethics for the AICPA and the CPA Societies of Iowa, Nebraska and Oklahoma.

Williams is often sought as an expert on financial planning matters for the Daily Oklahoman, The Planner Newsletter, OSCPA Focus Magazine, N Common Magazine for Women and the McAlester News Capital. He is an author of many technical tax and investment treatises as well as the author and speaker for his own podcast, "Live a Life by Design." Jimmy has served as an editorial adviser to The Tax Adviser and The Journal of Financial Planning. He was appointed by Governor Keating to serve a term on the Oklahoma Tobacco Settlement Endowment Trust Board of Investors. Most recently he authored and published an article for The Journal of Accountancy titled "Helping Small Businesses Choose the Right Employee Retirement Plans." Jimmy was recognized by CPA Magazine as one of the "Top 40 CPAs to Know in a Recession."

Lynn Mitchell, M.D., M.P.H., OU Physicians Chief Medical Officer, Chief Wellness Officer and Associate Dean for Clinical Practice, OU College of Medicine, has extensive experience with health systems and assessments of health care outcomes and has been deeply involved with health care policies at the state and federal levels.

Prior to her current employment, Mitchell was the chief medical officer and deputy commissioner for Prevention and Preparedness Services for the Oklahoma State Department of Health. Previously, she served as state Medicaid director from 2000 to 2010 and as medical director for the Oklahoma Health Care Authority from 1995 to 2000.

From 1989 to 1995, Mitchell was a member of the OU College of Medicine faculty and also held an adjunct appointment in the OU College of Public Health. Mitchell is a graduate of the OU College of Medicine and completed residency training in family medicine and in occupational medicine/preventive medicine at the OU Health Sciences Center.

Her interests include preventive care and public health, patient-centric care, innovative health care delivery models, provider well-being and health care financing.

Dirk Lucas received his Bachelors of Pharmacy and Doctor of Pharmacy degrees from the University of Oklahoma and completed a residency in Geriatric Pharmacotherapy at the University of New Mexico. He was on faculty at the University of Houston College of Pharmacy and Baylor College of Medicine. Dirk served in several capacities with Cardinal Health, including working with employers on formulary, benefit design and supply chain management. He also served as Director of Pharmacy for a large hospital, as well as six years in retail pharmacy. He currently is a Medical Science Liaison for GSK.

Jim Marshall, M.P.A., M.A. (Economics), M.B.A., serves as Assistant Commissioner to Glen Mulready. In that capacity, Mr. Marshall is Director of Operations.

Mr. Marshall holds a Bachelor of Science degree with a major in the Management of Human Resources from Southern Nazarene University, a Master of Public Administration and Master of Arts (majoring in Economics) degrees from the University of Oklahoma, and a Master of Business Administration degree from Northcentral University. Mr. Marshall has earned certificates in Economic Development - International Economic Development Council/University of Oklahoma, and Professional in Human Resource Management – Society for Human Resource Management/Oklahoma State University.

Glen Mulready became the 13th Oklahoma insurance commissioner after receiving 62 percent of the vote. He was sworn into office on Jan. 14, 2019.

Glen is a recognized leader and champion in the insurance industry. Starting as a broker in 1984, Glen rose to serve at the executive level of the two largest health insurance companies in Oklahoma. In 2007, he joined Benefit Plan Strategies, a company helping businesses provide employee benefits and health insurance to their employees.

Glen has served as President of both the Tulsa and Oklahoma State Health Underwriters Associations and has been named State Health Underwriter of the Year.

In 2010, Glen successfully ran for state representative and quickly became the point person for the House of Representatives on insurance issues and was appointed chairman of the Insurance Committee after the 2014 elections. In this role, Glen passed legislation which resulted in more insurance companies offering service in the state, and he reformed the state employee insurance program to save Oklahoma millions of dollars a year while also saving thousands of dollars for those families. In addition, Glen authored and passed a plan which, when fully implemented, could save taxpayers one billion dollars in the state’s Medicaid program over 10 years. These successes led to Glen being tapped for the leadership position of Majority Floor Leader in 2017.

Glen and Sally, his wife of 30 years, are the proud parents of three teenage sons, Sam, Jake and Will. In 2008, Glen and Sally were the recipients of Leadership Tulsa’s Paragon Award for their work with Big Brothers Big Sisters. Glen is very active in the community having served on numerous boards and committees including Big Brothers Big Sisters, the Juvenile Diabetes Research Fund, March of Dimes, Shepherds Fold Ranch Christian Summer Camp, Crime Commission and Tulsa Tough.
